I've been wanting to spawn certain actors and NPC in fallout 3 for some time now but through my research I've only been able to find the codes of animals, robots and super mutants BUT NO HUMANS !? So what I tried to do was walk around and try to find the actor/NPC (I want to spawn or make invincible etc.) and go into the console command screen and click on person, and it gives me a name- for example I click on a Enclave soldier and it name is Enclave Soldier 0001e9o4 so what I do is type in aceatme 0001e9o4 and it says invalid NPC number or something like that.
